Jennifer D. Ambrose, esq. has been an aviation nerd since grade school, serving as President of her middle school's Young Astronauts Club. She enjoys helping innovative new technology, including unmanned/uncrewed aircraft systems (UAS) and advanced air mobility (AAM), integrate into the airspace.
Ms. Ambrose served the FAA for nearly twenty years in various capacities, including as the Lead Regulatory Attorney for Unmanned Aircraft Systems and as a Program Manager in the UAS Integration Office. She also held the position of Senior Attorney for Operations Law and managed the Airworthiness Law branch within the FAA's Office of the Chief Counsel Regulations Division which deals with issues pertaining to aircraft certification, maintenance, and environmental certification.
She is a member of the D.C. and MD Bars and is an active member of the Women's Bar Association of the District of Columbia, Maryland State Bar Association, and the American Bar Association Forum of Air and Space Law. She holds a B.A. in Political Science and English from the University of Wisconsin-Madison and a J.D. and M.A. in International Affairs from American University's Washington College of Law and School of International Service.

Throughout her career at the FAA, Ms. Ambrose collaborated with nearly every office within the FAA, as well as key offices in DOT, FCC, EPA, TSA, and DOJ. She also worked closely with stakeholders throughout the aviation industry through advisory committees and other stakeholder engagement. Working with manufacturers, operators, repair stations, associations, local governments, and aviation service providers showed her how complex the approval processes and the law could be for people unfamiliar with the workings of the FAA.
She saw the amazing opportunities for aviation of all kinds of companies and organizations had a guide to help them through the law and the agencies that enforce it. She also saw that smaller companies didn't always have the in-house support for legal representation for certification processes, enforcement actions, exemptions, waiver requests, and FAA audits.
She founded Aviation Aerospace Law PLLC to be that guide and representation.

No one knows the legal framework of aviation better than the people who helped write it.
While at FAA, Ms. Ambrose contributed to several important rulemakings including:
In addition to her rulemaking work, Ms. Ambrose provided legal counsel for the establishment of the Low Altitude Authorization and Notification Capability (LAANC), which drastically reduced the time it took to process UAS airspace authorizations from several months to mere seconds. She advised the FAA Offices of Environmental and Energy Policy and Aircraft Certification on critical issues related to noise, emissions, and aviation fuel, which are essential for the sustainable operation of aircraft. Additionally, she guided FAA's Flight Standards Division on maintenance and repair issues. Her project management role in developing the first FAA Strategic Plan for UAS was pivotal in integrating drones into the national airspace and implementing its associated plans.
